Would the author and publisher right the wrong?

 

Dear Editor,

Through your esteemed daily, I would like to inform the general public of our state, especially APPSCCE aspirants and other government job aspirant regarding the errors in answer key of a General Studies book written by Takhe Kani.

The book titled General Studies on North East India With Special Reference To Arunachal Pradesh For Job Competitive Examination, APPSCCE & Others has lot of errors in it. Apart from the  wrong answer key provided in the book, there are errors in the

construction of the sentence and the spelling mistakes as well.

There are errors in the answer key of some question, which has been detected. Those who have purchased the book can refer and check it out by your own. There are errors in the answer of question no.63, page no.34 that is of multiple-choice question. The  question is "Namdhapha national Park is in the district of-" and the answer options are (a) Tirap (b) East Siang (c) Lohit (d) Chalang i.e.  Changlang. The answer is option (b) East Siang, According to the answer key provided in page no.39 but when you go back to page no.17 and no.XIV National Parks (i) Namdhapa,the answer is option (d) Chalang i.e.Changlang.

Again, in page no. 124, question no.52. "A separate Agriculture Department for Arunachal was constituted with an Agriculture officer in 1946 who was that Officer?" and the answer  options are (a) T.K.Bhattacharjee (b) C.R.Stonor (c) J.P.Mill (d) S.N.Shrivastaba, The answer is option (d) as per the answer key but when you will read page no.103 topic Agriculture then you will realise that the answer should / must be option (b) C.R.Stonor.   So far these errors have been detected with concrete evidence and so there might be many more errors still in the book.

The most surprising fact is that these book has been edited three times so far .i.e. first edition 1st july 2001, second edition 2003 and third edition September  2009, but still these errors could not be corrected.

Even if an Author makes a mistake or error, at least the publisher of the book should correct and verify it before publishing. It has been published by Institute for preservation of Art, Culture & Literature (IPACL) Itanagar which is a registered society (NGO). We cannot expect such responsible societies to be negligent at all. It seems like a clear case of negligence on the part of Author and the publisher of the book.

In the preface to the first edition of the book the author says" To start with a  famous saying'' to error is Human'' kindly bear with me printing error may have exists. Further, I warmly welcome to readers for suggestion for further improvement of this book.'' I would like to informed the author that ''to error is human but it's a negligence too'' because the errors can be detected and verified easily. Even, if there is a printing mistake then author should have corrected it before distributing it in the market. If the author  really welcome

the readers for improvement on this book, then author should start providing fresh/new corrected answer key only of the book to all the readers (purchaser) of your book by distributing it free of cost. It can be done by either publishing the corrected answer key in the local  newspaper or by distributing it through the bookstall where the book is being sold.

I have no personal interest or ill feeling against the Author Takhe kani and the Publisher IPACL instead i have respect towards them for their effort in writing and publishing these book. My main intention is to help the  APPSCCE aspirant because those who have read the book might be in confused state of mind regarding the answers key, or some might memorized the  wrong answer.

A sign and rejection of 1735 candidates

 

Dear Editor,

Through the columns of your esteemed daily I would like to draw the attention of the readers, the residence of Arunachal Pradesh and the concerned authorities.

It deeply concerning that  a mere absence of self attestation on the photographs in the application forms meant for ensuing APPSCE 2010 has led to the rejection of 1735 candidates to be accurate.

The fault, on the other hand, lies at both the ends. Though I don't deny that the candidates should have been more careful while filling the forms but it was observed even at the time of filling the applications that the concerned department was not so efficient enough to provide all the details right in the application form itself.

It could have saved many complications, as now there are many deserving candidates who would be barred from appearing the prestigious exam. Even our authorities would not deny that this one exam mean a lot for many of us and now for this petty issue many would have to suffer a grave consequence.

It’s a first attempt for some of us and I solemnly believe that many of us have been looking forward to it with utmost zeal.

So, with much anticipations, I would like to request our concerned authorities to please look into the matter again since the required signatures could also be procured at the time of exam. I write this appeal on behalf of all the candidates whose candidature has been rejected for this particular issue.

IRBn need a class on manners

 

Dear Editor,

The IRBn instead of maintaining law and order harass and torture the local public. Their duty sticks does the talking on their behalf. I fail to understand whether they are bandits or the battalion to ensure peace.

During duty hour, they cover their faces with black masks and roam around aggressively without proper uniform. Is this a fashion statement of the IRBn?  

Unfortunately, i have been a victim of their atrocities many a times, once I was coming from University Campus to Itanagar to see my sick wife. They stopped me and started beating me. After they were done with beating, than only they started to question me. When I told them the reason of me going to Itanagar, they kept asking whether i was a doctor. When I said that i am a student from University, thier response was “ if you are not a doctor why are you going to see her’

To top it all, they will not stop from using words, which are intolerable and insulting and abusive.

I sincerely appeal the government, police for  force and officials that they be aware of consequences of such misbehaviours of the jawans. Many youth and publics are always the victim of the defence forces.

If they behave well and perform their duties well, it will only mean progress of the state.

State gets its first school for visually impaired

ITANAGAR, Dec 3: The state got its school for visually impaired today. The Arunachal Pradesh Governor Gen JJ Singh inaugurated Donyi Polo Mission School for the Visually Impaired at Donyi Polo Mission Rehabilitation Centre, Chimpu today on the occasion of World Day for differently abled.

Singh assuring all possible help for the welfare of the differently abled  appealed to every Arunachalee to pledge support to the brothers and sisters, who need special care in the society and extend their help.

Let our guiding principles be respect, not pity; rights, not charity; equality, not dependence and participation, not segregation, he said.  

Impressed by the children, Singh congratulated them for taking interest in writing, reading and expressing themselves despite of all the challenges and urged them to work hard, take vocational courses and be useful citizens.  

Former Chief Minister and Founder Chairman of the Donyi Polo Mission, Gegong Apang threw lights on the initiatives of the Mission. While appreciating the guardians for cooperation in sending their loved ones to the school, Apang said if each one of us thinks for others, we can have a harmonious society.

Donyi-Polo Mission, Boum Kakir Mission, Itanagar Secretary Sunjoy Tassar appreciated Governor Singh for inaugurating the school and also thanked Chief Minister Dorjee Khandu for assuring Corpus Fund for the mission and speeding up the developmental activities in the state. He further thanked Additional Magistrate Talo Potum, who has been working for clean capital city with dedication and sincerity.

While, highlighting the Visually Impaired School aims and objectives, Tassar said ‘the school was established with mission’s own limited resources with only 5 visually impaired children from Kurung Kumey District. These children now have got new lease of life here and we have to go a long way and that is only possible when sufficient support comes from each and every corner for its expansion and sustainable development as many blind children are in list to get admission from next session from different districts of the state, he said. He appealed the Department of School Education and Department of Social Welfare to provide requisite fund to run the centre smoothly for the better services of handicapped children.

However, he lamented that top hill area of the institute has been encroached which is a great matter of concern and that hinders our development.

Both schools are co-educational residential where 106 students reside in hostel and their security lies upon the authority of the school but the school so far could not provide fencing or any boundary wall due to acute constraint of fund.

Earlier, Donyi Polo Mission School for Hearing and visually impaired School, Chimpu Principal HK Sharma highlighted the achievements and activities of the school and also briefed on the history of the school.

He thanked the Governor Singh and RK Mission Hospital, Itanagar for their support and cooperation towards the differently able children of the school. He also thanked the Commissioner Education Hage Khoda for donating a Computer set under Sarva Shiksha Abhiyan to the visually impaired School.

Students from King Cup Public School, Itanagar, Donyi Polo Vidya Bhawan, Itanagar and Donyi Polo Mission School for Hearing Impaired, Chimpu representatives from Arunachal Pradesh Handicap Welfare Society, Naharlagun presented a cultural programme.

Visually impaired artist of the state Bamang Doro captured everyone’s heart by rendering a hindi song ‘’Aankh Hai Bhari Bhari’’

Amongst others, MLA Techi Kaso, Education Commissioner Hage Khoda, representatives from RK Mission Hospital, Itanagar, Mone Yonggam , Er Talo Potom, Deputy Director School Education Bodong Yirang, Arunachal Pradesh Handicap Welfare Society, Naharlagun Chairman and members and other dignitaries from various departments attended the programme. A garbage bin with a difference!

ITANAGAR, Dec 3: As the authorities and citizens struggle to find suitable ways to discard the ever increasing garbage in the Capital, an organisation has taken a small step towards solving the problem. Action Aid Society Arunachal (AASA) led by S. Teetu Yoka has constructed community garbage bin at A ‘Sector industrial estate Naharlagun while responding the garbage menace in the city.  The garbage bin actually has two slots to take care of degradable and non-degradable, which is so far a new concept in the Capital!

The community based NGO after long planning and interaction with various stakeholders came up with idea.

The design is such that it takes less time to unload the waste and at the same time safeguard the health of garbage collector. Inside the bin, there are two separate boxes. One is painted in green, which is for degradable waste while the red one is for non-degradable waste. The citizens have to dispose the waste accordingly.

The dustbin is above the ground and it is inaccessible for animals & cattle. The degradable waste can be converted into organic fertilizer and non degradable waste can be taken away by scrap collector.

There is roof over the dustbin, which will save it from getting spoiled during rainy season.

While seeing the lacuna of present public dustbin,  AASA designed the model community dustbin as most of public dustbin has been destroyed and became favourite hunt of animals which create more ugly scene and mar the image of  city, said its chair S Teetu Yoka.  

Yoka stressed the need for use of separate dustbins for degradable & other  for non degradable waste.

AASA have already trained the farmers of Borum, Sood ,Tarajuli, Kamche and Nyorch to produce organic fertilizer out of  kitchen waste which farmers are practicing and selling  in the local market (Rs10 per kg ).

The city dwellers must learn from those village farmers to keep City pollution free and make wealth out of waste.

Yoka appealed all conscious citizens to contribute to bring permanent solutions to the garbage menace in the city.

Meanwhile AASA team expressed its gratitude to DC Capital Complex Padmini Singla and  town magistrate Talo  Potum and A sector committee for their support and cooperation in the endeavor.

 

Guwahati bound bus meet with accident

ITANAGAR, Dec 3: Passengers of Green Valley bus travelling from Guwahati to Itanagar miraculously escaped with minor injurious when their bus met with an accident near Bagmari, Assam on  Dec 1. Two passengers were seriously injured and were referred to hospitals at Tezpur for further treatment. Sutapa Bhattacharjee, a student travelling on the ill fated vehicle told this daily that at round 3 am in morning suddenly bus turned turtle after driver lost control of bus.

 “At the time of accident bus was being driven by helper as regular driver went to sleep. Soon he started driving in high speed and lost control. Within the second all passengers were falling over each other as bus turned upside down,” alleged Sutapa. She further went on to add, “Both driver and helper fled from the place of scene after the accident. Luckily, for us there was an army camp located near the site of accident. Hearing the noise caused by impact of accident army personals rushed out and helped us with first aid.”

 

AAPSU condoles former Governor

ITANAGAR, Dec 3: The All Arunachal Pradesh Students' Union (AAPSU) has mourned the demise of the former Arunachal Pradesh Governor S K Singh on December 1 last at New Delhi.

In a condolence, AAPSU executive body led by president Takam Tatung recalled the immense contributions made by late S K Singh during his tenure as the Governor of Arunachal Pradesh.

Late Singh had inspired innumerable people through his advices and valuable guidance, whose memory is still cherished by all those who came in contact with him during his two-year stint as the state Governor.

AAPSU while expressing profound sorrow over the sad demise of Singh, prayed to Almighty for the eternal peace of his departed soul and for giving courage to the members of the bereaved family to bear the irreparable loss.

 

Dibang Valley calls for error free implementation of RD schemes

ANINI, Dec 03: The 25th Annual Governing Body meeting of DRDA, Anini was held here today at Community Hall, which was attended by Zilla  Parishad Members, ASM Chairperson and HODs among others. Stressing on proper routing of Schemes from Gram Sabha level, EAC,  Talom Dupak representing Deputy Commissioner, Anini exhorted the DRDA  officials to work in unison with panchayat leaders to expedite RD  schemes to achieve over all development of the rural areas.

Expressing his regret over delay in conducting the Governing Body Project Director cum Member Secretary, T Siga in his introductory speech assured to maintain transparency in implementation of RD schemes, while presenting the annual action plan for the financial year 2009-10.

Speaking on the financial and physical achievements for the last year, PD pointed out that despite hostile terrain coupled with its communication bottlenecks, DRDA, Anini has been making all out efforts for successful implementation of various developmental programmes in this remote border district. Responding to members queries on loopholes as detected in NREGA, Siga assured to bring in more improvement and set the things in order for prioritizing the scheme. However, he clarified that difficulties cropped up due to lack of awareness on NREGA schemes.

While putting the Annual Action Plan proposals for voting approval, Zilla Chairperson, Empi Meya opined that success stories could be scripted for Dibang Valley district, if schemes would be implemented judiciously with the active participation of officers and grass root level leaders. He further said officers and officials, who constitute government machineries, are the backbone of a developed and vibrant society.

Taking serious note on anomalies as alleged by some panchayat leaders, Chairperson asked its member secretary to constitute a committee to rectify the flaws in the process of executing the RD schemes. (DIPRO I/C)

 

Outbreak of disease among livestock contained

ROING, Dec 3: An Outbreak of some common disease among the cattle was reported in Anpum, Bizari and Paglam area under Dambuk Sub Division of Lower Dibang Valley District a week ago. On receipt of the report, the District Administration has directed the Veterinary Department Roing to take stock of the situation.

V.K.Sahgel, District Veterinary Officer informed that team with sufficient medicines and vaccines were sent to the affected area on Nov 28 last.

The team headed by Dr B M Poddar, Veterinary Officer after investigating the case in a written report to the Deputy Commissioner Roing has informed that sporadic cases of Foot rot were found, however no mortality was reported from anywhere.

The report further said that the conditions of the diseased animals worsened as they were made to stand in muddy/swampy areas. The findings further revealed that the disease was mostly confined to the Bizari area and morbidity was 10-15%. Necessary instruction and guidance has been rendered to the villagers and staff of the area to combat the disease immediately. The report further state that the disease is in recoverable stage and samples from affected animals have been collected for Lab-examination and further investigation. It appealed the people not to panic about the reported disease.

Dr Sahgel further informed that round the year periodic vaccination to domesticated animals were carried out by the department throughout the district to prevent infection of contagious diseases like Foot & mouth. (DIPRO)

 

PMEGP awareness camp held in Bomdila

BOMDILA, Dec 3: A District Level Awareness camp for Prime Minister Employment Generation Programme was conducted here today at District Industries Centre Bomdila for the selected PMEGP beneficiaries and some successful entrepreneurs of PMEGP of the district.

Terming commitment, hard work, sincerity and planning as the key to success, the Deputy Commissioner i/c B. Dehingia urged the beneficiaries not to be lured by the subsidy amount. White collared jobs are few and hence, endeavour should be for self-employment, he added. In order to make aware the educated unemployed youths of the provisions of PMEGP, which was introduced last year in place of PMRY, which proved to be a failure, Dehingia urged the JDI for conducting such awareness campaigns in the sub-divisions and block levels too. To make success the PMEGP, he urged the selected beneficiaries for timely return of the loan components which in the long run would facilitate for other educated unemployed youths. District Planning Officer P. Mishra, Project Director (DRDA) D. Riba and JDI L. Phuntso also called for sincerity and commitment on ones part. Besides the regular repayment of the loan components by the beneficiaries, the nodal department too should ensure follow-up actions in the interest of the public service, they observed. Seven beneficiaries from the district have been selected this year under the Prime Minister Employment Generation Programme. (DIPRO)

 

Bagang takes up the cause Chayangtajo – Yangfo road

ITANAGAR, Dec 3: MLA Karya Bagang called a meeting to discuss the early completion of Chayangtajo - Yangfo PMGSY Road Phase-I that was sanctioned in 2002-03.

Some thirty members took part in the meeting in which Executive Engineer (RWD) Seppa along with A. E and J.E attended.

It was felt that the existing Chayangtajo - Yangfo PMGSY Road Phase-I whose completion certificate has already been issued to the contractor is not up to the satisfaction of the public of that constituency.

Due to improper works, which was not as per the PMGSY specification & norms, the present road is in deplorable condition & not motor able.  It was decided that the contractor has to rectify it & make it motor able within a short period of time frame.

The Ex. Engineer (RWD) assured that until and unless the road is not made properly motorable as per the DPR measurements by the contractor, he will not release the 5% security money. He assured that he would also submit the DPR for Phase-II of that road for sanction at the earliest possible.

 

BCC relief for fire victims

ITANAGAR, Dec 3: Block Congress Committee, 38 Pasighat East Constituency led by Tobuk Dai and Mongol Gao distributed blankets and quilts to fire victims of Solung ground Pasighat on behalf of Education Minister Bosiram Siram, who is also the local representative.

At least 32 houses were gutted down in Pasighat on Nov 27.

The BCC has expressed its gratitude to the district administration for their prompt action in dealing with the fire victims.

 

Camp to promote adventure sports and eco tourism

ROING, Dec 3: The Adventure Cell of the Department of Sports and Youth Affairs, of Govt. of Arunachal Pradesh and Popu Heritage Foundation, Dibang valley District is conducting 10 days adventure Awareness Camp at Roing to promote adventure sports and eco tourism, as well as to tap future Mountaineers and adventurers in the area from Dec 1-10.

During the Training Camp, Camping, Trekking, Rock climbing, repelling, zhumering, river crossing techniques, knotting of ropes, rescue techniques will be taught. 25 boys and girls are participating in the camp. Qualified Mountaineering Instructors from Manipur and Arunachal Pradesh are conducting the camp for the first time in the District.

In the Inauguration Function Deputy Commissioner Y.W Ringu, Angeli Mengo and Lokha Elepra were present as Chief guest, president and guest of honour respectively.

This should go a long way in tapping the tremendous scope and potential of conducting every type of adventure activities in Arunachal Pradesh.

 

CDP proposes Rs 1788 under JNNURM

ITANAGAR, Dec 3: In the approved City Development Plan (CDP), an Investment Plan of Rs.1788.00 Crores was prepared for various admissible components of JNNURM for entire Mission Period of which centre has sanctioned six projects amounting to Rs.234.06 Crores until now. Eight projects amounting to Rs.394.65 Crores are under submission to Ministry for sanction. To complete development of Mission City the remaining Rs.1159.29 Crores is to be sanctioned with adequate fund provision based on the investment Plan already approved by Govt. of India said Urban Development Minister Nabum Tuki.

He was addressing the Annual National Conference on JNNURM, organized by the Ministry of Urban Development and Ministry of Housing and Urban Poverty Alleviation, at Vigyan Bhawan, New Delhi today in which Prime Minister of India also attended.

The State Government has submitted twelve projects an amounting to Rs.586.55 Crores to Govt. of India, Ministry of Urban Development under UIG Components (JNNURM) for Mission City, Itanagar. Out of which four  projects have been sanctioned amounting to Rs.184.80 Crores.

Arunachal submitted three projects under BSUP Component for Mission City, Itanagar amounting to Rs.54.25 Crores to the Ministry of Housing & Urban Poverty Alleviation, Govt. of India of which two projects have been sanctioned amounting to Rs.49.25 Crores.

Govt. of India has sanctioned all the 9 (nine) projects amounting to Rs.39.36 Crores till date under UIDSSMT Component for the non-Mission Cities & others Urban Towns of the State an amounting to Rs.39.36 Crores.

Centre has sanctioned the lone project under IHSDP Component to the Ministry of Housing & Urban Poverty Alleviation, Govt. of India amounting to Rs.9.95 Crores but the first instalment is yet to be released.

The Municipal election and Town committee election will be conducted very soon, he added.

We will work hard to make our City and town free from slums, crimes etc and provide basic minimum facilities with continued support from Government of India, Tuki added.

Due to large geographical area, scattered population and resource crunch, many things still remains to be done in Arunachal. The rapid growth of urban population is stretching to the limit, our urban services, infrastructures and amenities day by day. This has led to decay of already over stressed facilities and amenities of urban areas, which is stark in the Mission City of Itanagar and other Census Towns, the minister added.

PTC B’dewa lift Phassang Tafar memorial volleyball trophy

ITANAGAR, Dec 03: PTC (Police Training Centre), Banderdewa ‘A’ team defeated Dobum village in the final and lifted the 2nd Phassang Tafar Memorial Volleyball tournament at Banderdewa today.

The closing ceremony was attended by Papum Pare DCC president Nabam Rana as chief guest and Doimukh BCC president Tana Tahing as guest of honour.

The tournament was organized by Banderdewa Karsingsa Youth Welfare Association.

 

Siang Riders lift O.Moyong Memorial Cricket Trophy

ITANAGAR, Dec 03: Siang Riders lifted 2nd Onyok Moyong Memorial Cricket Trophy beating  Mebo Cricket Club (MCC) by eight wickets.

Mebo Cricket Club won the toss and elected to bat first and scored 113 run which was successfully chased by Siang Riders by losing just two wickets.

The winner pocketed Rs 15,000 while the runners team was given Rs 10,000.

The final match was witnessed by Pasighat Merchant Association president Onyok Tamuk as chief guest and AAPSU spokesperson Tobom Dai as guest of honour.

All Bogong Students Union organized the tournament.

 

Society bans misuse of resources

ITANAGAR, Dec 3: Chiputa Village Welfare Society has strictly banned misuse of natural resources in the area. In a press release issued, they said hunting, fishing with poisoning or blasting and cutting of bamboos will not be allowed in the area. They further added that picnic and parties along the Pare River will be strictly prohibited and subject to prior permission.

 

Taloh qualifies for Ph. D

ITANAGAR, Dec 03: Tasi Taloh has qualified for the award of the Degree of Doctor of Philosophy for his thesis ‘’Status of Elementary Education in Arunachal Pradesh’’.

The degree will be conferred on him at the next convocation of the University.

 

ATA reiterate demands

ITANAGAR, Dec 03: Arunachal Teachers’ Association, Papum Pare Unit in a letter to Commissioner Education reiterating their demands, appealed for immediate sanction of funds and construction of DDSE Office Building at Yupia.

It called for issue order to vacate old office building of Directorate of School Education, Naharlagun and hand it over to DDSE Papum Pare for early shifting of DDSE Office.

Immediate release of pending Medical reimbursement bills against 1000 teachers before March next, demarcation of government school boundaries and construction of boundary walls, continuation of sanctioning extra 10% amount as housing allowance, sufficient supply of NCERT Text books, quarterly release of funds meant for Mid Day Meals, creation of Head Master and Vice Principal posts for schools are other demands.

 

AKKDSU to tour schools

ITANAGAR, Dec 03: All Kurung Kumey District Students’ Union (AKKDSU) in a meeting with its federal bodies today decided to tour every educational institution within Kurung Kumey district from January 14 next to get first hand information about the problems and shortcomings. The tour would be led by CEC members of AKKDSU, collegians and university students.

ITANAGAR: Arunachal Pradesh State Cooperative Union (APSCU), in its 32nd annual general body meeting-cum-election held at Naharlagun today, has elected a 5-member Board of Directors headed by Alexander Taji Kulo as chairman and Niri Chongrowju as vice chairman.

 

Union express concern at traffic scene

ITANAGAR: Galo Student’s Union (GSU) has expressed serious concern over the deteriorating traffic scene in the capital region. In a press release issued they condemned the death of late Tuhen Kaye who was killed on night of 30th November near Niba clinic when his auto was hit by a Tata Mobile vehicle coming from opposite side.

While appreciating the role of police department in taking up cases against traffic violators they drew the attention of authority towards noise pollution caused by bikers using unauthorized horn. GSU has appealed state pollution control board to initiate action against such vehicles.

 

Health camp for kids

ITANAGAR: Kidzee would organise a free health camp specially for children under the six years at its campus in H Sector on Dec 5. The camp will be conducted by Dr. Jayom Karlo, a child specialist who has been an assistant professor of Paediatrics at AIMST University Malaysia and fellow in NUS, Singapore.

 

First computer course for employees of Anjaw gets underway

HAYULIANG: A ten days office automation course for the officers and staff of Anjaw got under  way at community hall Hayuliang today which is being organised by district administration and sponsored by Administrative Training Institute, Naharlagun. DC C S Jeinow, urged the trainees to take full  advantage of the course which is first of its  kind in Anjaw  district. He also advocated that all the staff  should know the basic knowledge of  computer operation which will help in speedy disposal of official works as well as  personnel. The course coordinator EAC Millo Kojin explained elaborately about the importance of the basic computer knowledge in this modern era. Additional Deputy Commissioner R K Borthakur was also present during the inaugural function. DIO Anjaw Himansu Shekhar who is the course director with his team will impart the training.
